Uvalde: Traditional Security Measures Did Not Stop the Rampage.

On May 24, 2022, a mass shooting at Robb Elementary School in Uvalde, Texas, shook the nation. With just two days left in the school year, a former student took the lives of 19 students and two teachers, physically injuring at least 17 others and leaving countless families and friends as well as a community grief-stricken at their unimaginable loss. The Uvalde community and indeed the nation will forever be impacted by the events that unfolded that day. While nothing can undo the irreparable pain and harm caused by that tragedy, a full understanding of the local, state, and federal law enforcement officers’ and agencies’ response is necessary to address many remaining unanswered questions, identify critical lessons from the response, and improve future responses in the event of similar incidents in other communities. The U.S. Department of Justice (U.S. DOJ) agreed to conduct this review.

The Critical Incident Review: Active Shooter at Robb Elementary School report and these subsequent web pages provide a detailed accounting and critical assessment of what transpired in the days and months leading up to the shooting, the immediate first responder actions taken following it, and the efforts since then to address and improve upon gaps and deficiencies in procedures. We hope not only to help build on lessons learned from incidents of mass violence but also to provide some measure of respect and honor to the victims and survivors of the Robb Elementary School tragedy.
